What is this I’m hearing about New York State requiring updated Mandated Reporter Training… AGAIN?!?!
All New York mandated reporters were required to take an updated training by April 1, 2025. BUT New York State recently updated their mandated reporter training requirements, under Chapter 56 of the New York State Social Services Law § 413 to require Professionals from nearly twenty (20) different licensing titles in New York State to take an ADDITIONAL updated mandated reporter training by November 17, 2026. If you took the training to meet the April 1, 2025 training you STILL have to take this new training.

What is new in the updated mandated reporter training to meet the 2026 requirement?
The updated training adds content on how mandated reporters should consider cases where children they are interacting with have an intellectual and/or developmental disability.
How long is the updated mandated reporter training?
The entire training is required to be at least two hours long.
Providers have been given permission to provide only the new content (on addressing suspicions when a child has an intellectual and/or developmental disability) as an "addendum", instead of providing the entire course content again. In order to provide this shortened addendum, the provider must be able to confirm that the trainee took the previous training (required completion by April 1, 2025) with the same provider.

Making the Tough Call is offering the shortened addendum course through various continuing education (CE) providers, but the addendum courses are only available to trainees who took the training required by April 1, 2025 with that particular CE provider.

What if I previously took the New York State Mandated Reporter Training?
Certain professionals in New York State have been required to complete mandated reporter training since 1989. If you took the New York State Mandated Reporter Training prior to 2023, you were required to take an updated training by April 1, 2025. This new requirement for training came into effect AFTER April 1, 2025. New York State mandated reporter trainers were provided the updated curriculum in July 2025, and required to offer this updated training by September 1, 2025.
Which professions are required to take the updated training in New York State?
The following NYS professional titles are required to take the updated training prior to November 17, 2026:
Certified Behavior Analyst Assistants
Chiropractors
Creative Arts Therapists
Dental Hygienists
Dentists
Licensed Behavior Analysts
Licensed Clinical Social Workers
Licensed Master Social Workers
Marriage and Family Therapists
Mental Health Counselors
Optometrists
Physicians
Podiatrists
Psychoanalysts
Psychologists
Registered Nurses
Some other professionals, including school personnel and child care workers, are also required to take updated training.

Once I finish the updated mandated reporter training, how do I prove I met the requirement?
When you finish the updated mandated reporter training, your provider will need to provide personal identifying and contact information to the training provider in order for the provider to upload your completion to NYSED.
When you take the Making the Tough Call NYS online mandated reporter training you can have your information uploaded to the NYSED system. Make sure to follow the instructions in the training completion message.
I work at a school. How do I upload training completion to the TEACH system?
If you work at a school or are in the process of obtaining your teacher certification in New York State your training provider should upload your information to the NYS TEACH system.
When you take the Making the Tough Call NYS online mandated reporter training you can have your information uploaded to the NYS TEACH system. Make sure to follow the instructions in the training completion message.
What if I’m on the list of professionals required to take the updated training, but I don’t work with families or children? Am I exempt?
New York State provides limited exemptions from the mandated reporter training. You may be eligible for an exemption if:
You do not have professional contact with persons under the age of 18 years
AND
You do not have contact with persons 18 years of age or older with a handicapping condition, who reside in a residential care school or facility.

What if I miss the November 17, 2026 deadline?
No worries. There is no indication that you will be penalized. Just meet the requirement ASAP and upload as appropriate to your discipline.
